ORGANIZATIONAL BACKGROUND
Puntland NGO Network (PUNTNGO) is the umbrella body that brings together all registered local non-governmental and non-profit organizations (NGO) operating in the state of Puntland in Somalia, and provides overall leadership and representation to the NGOs Sector in Puntland. Puntland NGO Network (PUNTNGO) was established in line with Puntland NGO Act No. 3 that was enacted by the House of Puntland State Representatives on July 31, 2016 and signed into Presidential Act by the Puntland President on August 24, 2016. Puntland NGO Network (PUNTNGO) aims to promote the growth and impact of the NGO sector in Puntland while working towards the enhancement of its performance through mandated representation and advocacy of common issues and interests concerning NGOs, capacity building, advocacy, resource mobilization, coordination, and partnerships among them.
JOB PURPOSE
The Programs Assistant is a remote-based role that will support the Puntland NGO Network (PUNTNGO) in the planning, coordination, and implementation of its mandated programs, as well as engaging and supporting the members of the network. This role also involves mobilizing and increasing the network’s funding by soliciting and preparing grant and project proposals, as well as reaching out to potential donors to sustain PUNTNGO’s resources and operational capacities.
SPECIFIC DUTIES & RESPONSIBILITIES
Programming / Project Implementation:
- Support in developing and monitoring annual work plans and budgets, as well as associated deliverables and results/outputs, to help the network meet goals and objectives.
- Support in the implementation and coordination of agreed activities of the Puntland NGO Network according to a work plan, and also assist in monitoring risks, resolving issues, and ensuring compliance with relevant policies and regulations throughout the program’s life cycle.
- Prepare and ensure timely submission of monthly progress reports of program activities, program progress reports, results and impact reports, and other required reports, as well as presentations for internal and external stakeholders.
Resource Mobilization:
→ Take the lead in mobilizing funding for the Puntland NGO Network, including seeking funding opportunities and communicating with potential donors and partners for funding.
→ Assist in writing grant proposals, concept notes, and letters of interest for funding opportunities and potential donors.
→ Represent PUNTNGO and liaison with donors to support the advocacy efforts of the Puntland NGO Network.
Membership Support & Engagement:
→ Seek, compile, and share available opportunities continuously, such as calls for proposals, open grants, training, workshops, and meetings with Puntland NGO Network membership, through established information sharing platforms such as email systems, WhatsApp, and Slack groups.
→ Share the relevant resources and tools and capacity development opportunities with Puntland NGO Network membership continuously through established information sharing platforms such as email systems, WhatsApp, and Slack groups.
→ Provide appropriate and efficient coordination between the local nongovernmental organizations, and encourage the Puntland NGO Network members to work collectively towards complementarity, coherence, and harmonization of assistance delivery.
→ Provide technical support for PUNTNGO events and forums, including meetups, working group meetings, policy roundtables, discussion forums, membership surveys, network-wide challenges and contests, consultations, and strategic planning processes.
→ Support the coordination of membership education and knowledge-sharing forums and sessions.
Capacity Building & Technical Coordination:
→ Assists in the development of training materials, including training manuals, in coordination with the relevant team.
→ Support research, developing policy briefs, writing briefs, case studies, program knowledge management, and other relevant materials reflecting on best practices and lessons learned.
→ Draft and disseminate program-related communication, including emails, memos, and newsletters.
→ Carry out any additional tasks that the supervisor assigns.
QUALIFICATIONS & COMPETENCIES
- Bachelor’s Degree in International Development, Public Administration, Project Management, Public Policy, Humanitarian Law, or a related field;
- At least 5 years’ professional, relevant, experience;
- Experience in working with NGOs or relief programming;
- Experience in project cycle management, coordinating project activities, project accounting, monitoring and evaluation, and also resource mobilization;
- Experience in writing and reviewing quality proposals, concept notes, and reports;
- Previous work experience in Somalia would be an asset.
- Ability to work under pressure, prioritize, plan and organize workflow to tight timeframes, meet deadlines, handle multiple tasks, and be flexible with changing priorities.
- Ability to develop and maintain effective relationships with a wide variety of stakeholders and work with a network-focused approach, engaging with, supporting, and maximizing the potential of network members.
- Excellent computer skills, knowledge of Microsoft Office applications, and use of remote working applications.
- Excellent communication skills and play a leading role in all communication-related activities.
- Strong capacity-building and facilitation skills
- Excellent command and fluency in English, both verbally and in writing.
- Good interpersonal, critical thinking, and analytical skills.
- Ability to work efficiently independently and with minimal supervision.
