PUNTNGO: Enhancing Localization of Aid and Empowering Local Organizations in Puntland

In a significant stride towards promoting aid localization, PUNTNGO has been at the forefront of strengthening local organizations’ capacity in Puntland. Over the past year, PUNTNGO has made remarkable progress in driving initiatives that not only bolster local organizations but also foster closer collaboration between key stakeholders, including government bodies, international organizations, and local communities. This drive is deeply rooted in PUNTNGO’s mission to enhance the localization of aid in line with the Puntland NGO Act, ensuring that aid reaches the communities in a more effective, efficient, and sustainable manner.

Engaging with Key Stakeholders

A major milestone in PUNTNGO’s efforts was a high-level meeting with Puntland’s Vice President, H.E. Ilyas Lugator, and the Chief of Staff of Puntland Presidency Mr. Mohamed Jama at Puntland State House on June 28, 2024. This discussion focused on exploring ways to increase government support for local organizations and promoting the implementation of localization frameworks. The Vice President acknowledged the importance of strengthening local capacities to improve the effectiveness of aid delivery, marking a key moment in the advocacy for local empowerment.

Additionally, PUNTNGO held a constructive meeting with the Minister of Planning and International Cooperation H.E Daud Mohamed Omar, Director General and their technical staff, where they discussed the improvement of collaboration between the government and local organizations. They also addressed critical issues such as NGO registration and the renewal of operational certificates. Both the government and PUNTNGO recognized the need for robust enforcement of localization measures to ensure that aid is more responsive to the needs of the communities it is intended to help.

Expanding Outreach to Laascaanood

PUNTNGO’s impact has not been limited to Puntland’s capital, Garowe. The organization has also expanded its outreach to the regions, particularly Laascaanood, where it has partnered with the SSC-Khaatumo administration and their Ministry of Planning. Together, they have worked to address restrictions on aid delivery and improve the efficiency of aid distribution. This partnership has been instrumental in ensuring that assistance reaches those who need it the most, despite logistical challenges.

Collaborating with International Stakeholders

PUNTNGO has also been active in collaborating with international organizations, playing a key role in five consultative meetings with prominent stakeholders, including UNOCHA, Oxfam Somalia, and the Somali NGO Consortium. During these meetings, PUNTNGO advocated for international organizations to adopt more localized approaches to aid delivery, strengthening partnerships with local NGOs and government bodies. The goal of these discussions is to ensure that aid solutions are not only immediate but also sustainable, creating long-term benefits for local communities.

Looking ahead, PUNTNGO remains committed to its mission of enhancing the localization of aid in Puntland. By continuing to engage with government officials, international partners, and local organizations, PUNTNGO is fostering an environment where aid is more inclusive, sustainable, and driven by the needs of local communities. With ongoing collaboration, PUNTNGO’s work will continue to shape the future of aid delivery in Puntland, ensuring that it is more localized, responsive, and effective in addressing the region’s unique challenges.
